The Big Picture
Three main parties make your free phone service possible.
1. The Government
Managed by the FCC and USAC, the Lifeline Program sets the rules and provides the funding (via the Universal Service Fund).
2. The Provider
Private companies (like Assurance Wireless or SafeLink) receive government support to build networks and send you a phone.
3. You (The User)
Eligible individuals apply through a provider to receive free monthly service and a device to stay connected.
Your Journey Step-by-Step
Check Eligibility
You verify if you qualify based on income (at or below 135% of Federal Poverty Guidelines) or participation in programs like SNAP, Medicaid, or SSI.
Choose a Provider
You select a participating company available in your state. This is crucial because not all providers cover every zip code.
Apply & Verify
You submit an application (often via the National Verifier) with proof of identity and eligibility documents.
Receive Device
Once approved, the provider ships a smartphone and SIM card to your home address, usually within 5-10 business days.
Recertify Annually
To keep your free service, you must confirm you are still eligible once every year.
